Downtown LA Rent Control - Is There or Isn't There?

I’m an avid reader of your LA Loft Blog and I have a question regarding rent control in downtown Los Angeles.

Rowan Lofts in the Historic Core

Do downtown lofts (specifically the Rowan and Eastern Columbia) fall under rent control? I have read the rent control ordinance papers by the city of Los Angeles and it seems that they are subject to rent control, however I went to an open house today at the rowan and the agent specifically stated that the Rowan and other downtown “loft conversions” are not subject to rent control as they are “single units” and not multi units. Is this true? The last thing that I want is to purchase a unit in the Rowan only to find out that I will have to pay hefty relocation fees to my future tenants if I decide to move back into the unit after lease expiration.

Hi Colin.

Thanks for your question about rent control.  Both sources may be correct.  We have not seen any limitations on rents in Downtown.  While all rentals in Los Angeles fall under rent control laws, there are varying criteria, exceptions and loopholes.  The high price range and building construction dates of Downtown lofts are two factors that may allow for higher rents and rent increases.  Ask the City of Los Angeles, and consult with a real estate attorney for specifics of rent control laws.

CRAIGSLIST FRAUD ALERT – RENTAL SCAM IS STEALING IDENTITIES OF DOWNTOWN RENTERS

For the third time in 3 months, a fraudster is successfully stealing identities of Downtown Los Angeles renters by impersonating a landlord, using the name of a real estate agent, and using photos and descriptions of previously posted properties for lease.

 

 

The perpetrator creates a Craigslist ad that looks authentic with full description, beautiful photos, attractive video, all copied from previous legitimate real estate listing.  The asking price is about 1/2 to 1/3 of the real value, luring many unsuspecting renters who really need a Downtown rental bargain.

The scammer claims to be out of town and tells renters to fill out a Rocket Lease rental application form to capture all of the renter’s personal information to sell on the black market of stolen identities. The fraudster creates fake YouTube and Vimeo accounts to mimic the real videos. To give the impression that there is a real person around, the fraudster promises an open house soon, and the criminal provides an anonymous text phone line to make it appear as though there is a legitimate person to communicate with.

Please help to put an end to this fraud.  If you see any Craigslist ads with prices that are much less than the market price, then FLAG the ad.   If you see any Craigslist ad with a Rocketlease.com rental application link, then FLAG the Craigslist ad.  If you see any Craigslist ad with an anonymous text phone number, then FLAG the Craigslist ad.  Send a text to the fraudster to tell them that their fraud will not be tolerated in Downtown Los Angeles.

FHA Approved Lofts and Condos found in Downtown Los Angeles

It can be very challenging, almost impossible, to find FHA approved properties in the Downtown Los Angeles.

The status of FHA / VA approved buildings is a dynamic hit-or-miss situation because the Federal Housing Administration having various strict requirements for buildings. For example, one downtown community recently lost their FHA approval because of too many rental units in their building. Alta Lofts building temporarily lost FHA / VA approval because the number of FHA borrowers was maxed out.

So, even today, a building may or may not be FHA approved and possibly your loan might not go through tomorrow. A lender can request the FHA to approve or re-approve a building, but often the best option is to buy a house or condo outside of Downtown, or to find some of the new loft developments around the area. New construction is more likely to offer FHA/VA programs for buyers.
